Real Property Tax Valuation and Appeal Reviews

We periodically review properties to evaluate the potential for planning, refund and appeal opportunities. Changes in the law, judicial decisions, and administrative rulings are just a few of the areas that may provide such benefits to our clients The first phase of our real property tax services is a review using all three recognized methods of valuation which includes the market, cost and income approaches. These are the same methods used by the assessor’s office to set the Full Cash Value of our client’s properties. Pivotal has key personnel that are former county assessors / appraisers with extensive knowledge and experience in analyzing and determining valuations based on property-specific data. If Pivotal and our client agree that there is a basis to appeal the valuation of a particular property, Pivotal will file all required information and documentation necessary to file an appeal.

The second phase of our real property tax services is our representation of clients throughout the entire Assessor appeal meetings and hearing process. Pivotal has maintained strong relationships with members of the county assessors’ offices and State Board of Equalization, and utilizes these contacts and its experience for the benefit of our clients.

Up-Front Negotiation of the Value of Newly Constructed or Acquired Properties (e.g. abatements, excluded expenditures, classification issues, etc.)

In certain scenarios, without appropriate up-front planning, properties would likely be assessed at a higher property tax value than would otherwise be the case with up-front planning. Pivotal can assist in negotiating the appropriate value for properties that are being revalued or going on the tax roles for the first time.

Purchase Price Allocation

Pivotal has significant expertise in evaluating projects and determining the appropriate character for property tax purposes. Such an evaluation is critical to any large project to assure that the organization does not overpay property taxes.
